An ordinance to waive competitive bidding for lighting at Bernard Holland Park drew a comment from Alderman Brad Moore in a City Council meeting Monday night.
At the end of the first vote by aldermen, Moore asked to make a statement at the appropriate time. The council then invoked an emergency clause of the ordinance and voted on the second and third readings.

The Arkansas State Fair will not open its gates until 4 p.m. today. The official State Fair website notes that this delay is due to the severe weather in the area and concern for the safety of all visitors.
LITTLE ROCK â€” The National Weather Service says the threat of flooding continues for much of Arkansas.
A flash flood watch is in effect through Saturday afternoon for about 45 counties in central and southern Arkansas in the area south of a line from Clarksville to Batesville.
