Jacksonville man arrested, charged with rape Monday

A Jacksonville man was arrested Monday for allegedly raping a 38-year-old woman who has been ruled mentally incompetent.

Bill Gray, 47, has been charged with rape in connection with the incident and his bond has been set at $100,000, according to the Saline County Sheriff's Office inmate roster.

The victim was acquainted with Gray and the victim's mother reported the incident, according to the incident report.

When officers spoke with the victim and her mother, the officer observed "a large dark bruise on the right side of the victim's neck and two small round bruises on the left side of her neck," according to the report.
