Bryant City Council members expect to vote on all of the three required readings of an ordinance authorizing the issuance and sale of water and sewer refunding revenue bonds in a 7 p.m. meeting today at Boswell Municipal Complex.
At an Oct. 9 council meeting, Ryan Bowman, an attorney with the Friday, Eldredge and Clark law firm in Little Rock, introduced two ordinances to set the city’s water and sewer rates. The water rates, after Dec. 1, are based on 2,000 gallons per month and the meter size, the ordinance states. Minimum charges range from $8.01 for a 5/8-inch meter to $400.40 for a 6-inch meter. All water consumption in excess of 2,000 gallons is $4.12 per 1,000 gallons, the ordinance states. After 2009, the ordinance notes that there will be a slight increases up to 2012. Customers age 65 or older will receive a $3 discount per month, which the council said is a “rollover” plan that the city has been using for years. The ordinance involving the sewer rates, after Dec. 1, notes that a minimum charge of $12.82 be enacted for the “first 2,000 gallons of water consumption per month. All water consumption in excess of 2,000 gallons is $6.26 per 1,000 gallons.” The sewer ordinance also stipulates the same rate basis to increase to a minimum of $14.06 and $6.88 per 1,000 gallons in 2010. That rate also will increase to a minimum of $15.22 for 2,000 gallons per month and $7.46 per 1,000 gallons in 2011, the ordinance notes. Bowman informed the council that state law mandates a public hearing before a city council passes such ordinances. The council then opened the Oct. 27 meeting with a public hearing to determine Bryant water and sewer rates for residents. No one objected to the rate increases. In other business, interim city finance director Gary Hollis is expected to ask for an approval for Owen Creek sewer expansion; city attorney Nga Mahfouz will discuss the updated proposal on the school resource officer program for the Bryant School District; and Alderman Ken Green is expected to discuss capital improvement projects, equipment and funding for the city street department. All council meetings are held at Boswell Municipal Complex, 210 SW Third St. All of the sessions are open to the public. Serving on the council are Rick Meyer, Steve Gladden, Steve Glenn, Larry Smart, Robby Young, Ken Green, Danny Steele and Chris Tipton.
