Final vote on bond for streets expected E-mail
Thursday, 20 November 2008
Bryant City Council members plan to discuss bond issues related to street improvements in a special meeting set for  6 p.m. today at Boswell Municipal Complex.
Ryan Bowman, an attorney with the Friday, Eldredge and Clark law firm in Little Rock, is expected to present an ordinance authorizing the issuance and sale of capital improvement bonds to finance street improvements. Crews & Associates, an investment banking firm in Little Rock, is the bond counsel for the project and Bowman is the legal writer.
The council is expected to vote on all three readings of the ordinance.
On Oct. 9, the council passed a resolution authorizing the sale of capital improvement revenue bonds to finance street improvements. According to the resolution, street projects may include:
•Raymar Road — north to Arkansas 5 and south to the Saline County Regional Airport.
•Connector street between Springhill and Woodland Park roads.
•Connector street between Woodland Park and Boone roads.
•Overlay of North Lake, Lombard and Ridgecrest roads.
•Connector street between Woodland Park and South Prickett roads.
•Widening of Boone Road.
Alderman Ken Green said the resolution is not limited to those projects and  would benefit areas considering annexation.
“These are critical road projects,” Green said. “We want to improve these streets ... and these are from fees the city already collects.”
Alderman Rick Meyer suggested that street improvements consider adding bicycle lanes. Bryant Public Works Director Richard Penn told the council that bicycle lanes are included in the city master plan.
All council meetings are held at Boswell Municipal Complex, 210 SW Third St. All of the sessions are open to the public.
Serving on the council are Rick Meyer, Steve Gladden, Steve Glenn, Larry Smart, Robby Young, Ken Green, Danny Steele and Chris Tipton.
