Recycling again will be on the agenda for the Benton City Council when it meets tonight, but not as part of a mandated solid waste collection system as it was in a previous meeting.
This time, the council will consider a resolution supporting a local organization that is developing a voluntary curbside recycling program called New Focus. Nate Bienhoff, pastor of First Nazarene of Benton, and his associate, Gary Beck, are developing the program and are asking the City Council to approve a resolution that supports the effort. The resolution states that the city wants to begin a curbside recycling program and that the city will support the project. Bienhoff previously has spoken with the council about the program and has said he will be incorporating it with a rehabilitation for individuals who are in need of assistance. Council members in those sessions indicated they favor the plan. Last week, the council voted down a mandated solid waste collection program that incorporated recycling. The proposal, developed by Alderman Greg White, would have created a sanitation utility and the charge would have been added to Benton Utilities’ customers’ charges. Tonight, in other matters, the council plans to address the following: •A proposed resolution supporting the federal fair housing act. •A proposed resolution establishing a policy prohibiting the use of excessive force by law enforcement agencies. The resolution is being offered in conjunction with the city’s application for Arkansas Community and Economic Development Program funding. •A proposed ordinance approving an agreement for the voluntary annexation of certain lands owned by Alcoa, Almatis and Saint Gobain. The city has negotiated with the companies for the voluntary annexation of certain property. As part of this annexation, the city also must approve an ordinance amending a1992 zoning ordinance and allow for mining within the city. •A proposed ordinance waiving competitive bidding and authorizing a contract with Redstone Construction Group for the repair and replacement of storm drainage in St. Andrews Wood subdivision. The contract is for $25,250. •A proposed resolution to proceed with the design and obtain easements for a drainage system from Hicks Road to Depot Creek. •A proposed resolution accepting the proposal from the Natural Resources Conservation Service to clean out the area bounded by Hurricane Creek and Waterfall Way that received extensive damage in April tornadoes and related storms. •A proposed ordinance authorizing the acquisition, by eminent domain, of property on Shady Road from Eagle Properties. • A proposed resolution authorizing the acquisition of property owned by Jerrell and Brenda Page on Shady Lane. A $155,000 price has been agreed on for the purchase. The council meeting begins at 7 at Benton Municipal Complex. Preced-ing the meeting will be an agenda session at 6 in the mayor’s conference room. All council meetings are open to the public.
