Benton City Council plans to vote Monday night on the second and third readings of proposed Ordinance 75, which provides for a mining zone within the city.
The measure is needed to accommodate the voluntary annexation of certain lands owned by Alcoa, Almatis and Saint Gobain into the city, officials said. The proposed ordinance also authorizes the sale of water to Almatis. The first reading was approved two weeks ago. During the meeting, Sarah Wood will be recognized as youth of the month. The honor is determined by a vote of the Mayor’s Youth Advisory Council. Another award to be announced at the 7 p.m. meeting is employee of the month. This month’s recipient will be Eric Knapp of the fire department. The two will receive plaques recognizing the honors. In other matters, the council will be asked to vote on the reappointments of Eric Rytima and Steven Alexander to the city’s Board of Adjustment. Their new terms would expire in January 2012. In Alderman Charles Cunningham’s report from the Community Services Committee, he plans to recommend passage of a resolution supporting preservation of historic assets in Benton. Another proposed ordinance coming out of Cunningham’s committee is one that provides for the rezoning of certain properties from residential to a highway commercial zone district. Cunningham also plans to recommend passage of an ordinance providing for the conditional use of property to be occupied by Fellowship Church. The council plans to vote on an ordinance that adopts new subdivision regulations for the city. During Alderman Jerry Ponder’s report from the Public Utilities Commission, he plans to recommend passage of an ordinance that sets sewer rates for the Christy Acres improvement area. Ponder also plans to recommend that the council amend a companion ordinance related to sewer funding. Alderman David Sparks, who chairs the city’s Street Committee, plans to recommend ordinances accepting streets in several subdivisions. Alderman Steve Lee, who chairs the council’s Health and Safety Committee, plans to recommend passage of an ordinance prohibiting the discharge of firearms in the city. The meeting also will include a monthly report from Jill Jones, executive director of the city’s Advertising and Promotion Commission. Other reports are possible from the council’s Drainage Committee and Animal Control committees, both headed by Alderman Larry Wolf; Personnel Committee, chaired by Alderman Bill Donnor; and Finance and Economic Development committees, overseen by Alderman Doug Stracener. The council meeting is scheduled for 7 p.m. in the council chambers at Benton Municipal Complex. A 6 p.m. agenda meeting will precede the council session. All sessions are open to the public.
