Council to hear resolution on BCA’s move |

Benton City Council plans to vote tonight on a resolution extending the assignment of administrative and operation control of the city’s community access channel to the Benton Community Access Association.
The arrangement will expire Dec. 31, and BCA is instructed to have its operations and property removed from City Hall by that date, the document states. This matter will be addressed in a 7 p.m. meeting at Benton Municipal Complex. A 6 p.m. agenda session will precede the meeting. The resolution points out that the city in 2005 assigned administrative and operational control of the city’s community access channel to BCA for a period of one year and has allowed BCA to continue the arrangement past the expiration date of Resolution 10 of 2005. Through the new resolution, the council notes that it desires to formally notify BCA that its broadcast operations will have to occur at a location other than City Hall after Dec. 31. The resolution authorizes and directs Mayor Rick Holland to serve notice to BCA that it must have its broadcast operations and property removed from City Hall by Dec. 31 and BCA is authorized to remove from City Hall only its own property or that which belongs to its members and volunteers. All property owned by the city of Benton, which has been used by BCA, shall remain at City Hall and is not to be removed, the resolution states. All keys to City Hall possessed by officers, association members and volunteers of BCA are to be given to the mayor on or before that date, the resolution further states. In other developments related to BCA, representatives of the association notified City Attorney Brent Houston last week that BCA expects Channel 12 to be assigned to BCA when it leaves City Hall. That decision has not been made, according to Houston. Monday night’s resolution notes that the Community Services Committee is directed to form a subcommittee to address all transition issues pertaining to the BCA resolution and to bring all matters to the City Council’s attention that need to be addressed by the body. The subcommittee shall likewise bring periodic reports to the City Council on the transition. In other matters Monday night, the council plans to: •Vote on a resolution confirming the appointment of Peggy Roberson to the Benton Historic Commission. •Recognize Les Griffin of the Communications Department as Employee of the Month for July. •Vote on a resolution authorizing the execution of land acquisition documents for the Military Road expansion project. •Vote on budget amendments to the general fund, including one to reflect the acceptance of a grant for $16,380 for the fire department. Other budgetary changes affect the street department, the communications fund and other purposes. •Hear a report from the Advertising and Promotion Commission from Jill Jones, executive director. •Vote on an ordinance authorizing contracts for the repair of drainage in Dark Forest Subdivision. •Vote on a resolution authorizing the execution of an agreement with the U.S. Department of the Interior for upgrading the gauging station on the Saline River to a flood warning information station and appropriate necessary funds. •Hear other reports from council standing committees. All council meetings and committee sessions are open to the public.
