Bryant City Council voted Thursday night to require the provider of the city’s Workers Compensation insurance to provide a projection of premiums for 2008. According to the city’s finance director, Marilyn Payne, the expected expense for 2008 needed to be turned in by Oct. 22 in order for the city to receive a discount from its insurance provider. This was one of two items the council acted on in a special meeting Thursday. After much discussion, Alderman Ken Green presented a motion to provide projections based on salary totals from 2007, at current rate. The motion passed 6-2. Because two aldermen, Chris Tipton and Danny Steele were absent from the council meeting, their votes counted as no votes, according to Mayor Larry Mitchell. Council members postponed discussing employee raises, which had been on the agenda. The vote on tabling that issue passed 6-2. One agenda item passed but two are tabled at a Thursday Bryant City Council special meeting at the The special meeting was held to only 30 minutes out of respect for longtime Bryant resident Charles Dewey Broadway, 80, who died Tuesday. City officials wanted to attend visitation for Mr. Broadway, the father of state Sen. Shane Broadway of Bryant. Bryant City Engineer Richard Penn had been expected to give a proposal about the city water/sewer rate increases through 2012 and take recommendations from council members, but was told before the meeting that it would be tabled until Oct. 22 meeting. The proposal was originally presented at the Oct. 11 council meeting., at which time Peen showed an example of an average home usage. The example was based on 5,000-gallon usage with a 5/8 inch pipe through the year 2012, which shows an average of $29 for water usage and $13 for sewer usage for a grand total of $42. Under the new proposal, which is an attempt to keep rising rates to a minimum cost to the customer through 2012, the water usage would be $36 and the sewer usage at $34 for a total of $70. Currently the water unit rate that is figured into the example is $3.41, but the proposal asks for the water unit rate to be $4.74 by 2008 and will remain at that rate through 2012. The proposal in dealing with the sewer unit rate asks for three changes which is currently $2.60. The proposal asks for $3.95 in 2008, $5.30 in 2009 and for $6.65 from 2010 through 2012. Other fees and taxes include a tax fee at 9 percent; Mid-Arkansas Water Alliance (MAWA) fee at $0.25; Arkansas Department of Health fee $0.30; royalty fee of $0.40; and a surcharge of $8.95 At the Oct. 11 meeting, several aldermen asked questions about the specific fees. At that time it was explained that this proposal might change because certain projects by Central Arkansas Water (CAW) might affect the numbers or rates. Penn was to bring the proposal back Thursday, which will now be moved to the Oct. 22 council meeting.
